By that whether the signaling proxy of the monitoring system or the number or IP address of the application server checking user call signaling is the monitoring aim or not, the method changes the call belonging to the monitoring aim, and the RTP address or port of the response signaling SDP to the address or port of an RTP changeover equipment assigned by the monitoring system. The RTP changeover equipment is noticed to open the port to receive the media data flow produced by the use talking. The RTP changeover equipment can copy and save the media data flow produced by the user talking or compose the media data flow to be a sound file which is used by the judicial executive mechanism (LEA). The invention compulsorily directs the media data flow which needs to be monitored to the RTP turnover point where the monitoring equipment is. The RTP media data flow of the monitoring aim of the different geographical positions which realizes the unification of the sniffer and monitoring to the users who distributes in the different geographical positions and media gateways.
