The invention discloses a method of informing a service platform of current radio bearer information by a UMTS or GPRS network; GGSN informs the service platform server of current connected QoS information that is radio bearer rate information through established TCP or UDP connection, and creates conditions for the service platform to regulate service coding rate in real time according to the radio bearer rate. The method newly increases four processing flows at the GGSN node: (A) QoS initial report program flow, (B) QoS updating report flow, (C) QoS report chain deleting user flow, (D) deleting QoS report chain flow.
