The invention discloses a method of informing a service platform of current radio bearer information by a UMTS or GPRS network; GGSN informs the service platform server of current connected QoS information that is radio bearer rate information through established TCP or UDP connection, and creates conditions for the service platform to regulate service coding rate in real time according to the radio bearer rate. The method newly increases four processing flows at the GGSN node: (A) QoS initial report program flow, (B) QoS updating report flow, (C) QoS report chain deleting user flow, (D) deleting QoS report chain flow. The invention has the advantages that the core network GGSM can inform the service platform server of the change condition of the QoS at the first moment, and is good in real time; the QoS parameter sent by the SGSN to the GGSN includes radio bearer rate distributed by the network, the service platform server needs no estimation, thereby having high precision and good effect; the terminal has no additional software / hardware requirements, thereby meeting the requirements for popularization of related service; without aiming at the special service platform, the application range is wide; radio bearer does not need to transmit additional information, thereby increasing resources for the transmission of the service.
