Background technique [0001] The 3rd Generation Partnership Project (3GPP) is developing downlink dual-carrier transmission as part of the Global System for Mobile communications (GSM) Enhanced Data Rates for GSM Evolution (EDGE) Radio Access Network (GERAN) Specification Release 7. In case of using the extra capacity of a dual carrier mobile, the mobile station (MS) has to indicate support for the new multi-slot capacity in Classmark 3 and MS radio access capability (RAC) as described in 3GPP TS 24.008. Since there is already a considerable number of bits in Classmark 3 and MS RAC, it is not advisable to further increase the number of bits. A large number of bits in those messages will delay the MS's network connection process.
