A generation method for coherent clutter based on independent control of amplitude phase is disclosed, relating to the simulation field of radar system. The invention solves the problem that the calculation amount is large and the generated clutters are inaccurate in the process of generating the clutters by using a non-gaussian coherent clutter analog method, and provides a generation method forcoherent clutter based on independent control of amplitude phase. The method comprises the steps: representing the coherent clutter u+jv as Ae<j phi>, wherein, A is the amplitude and the phi is the phase; in accordance with an autocorrelation function rA(k) of the selected amplitude A, generating an amplitude sequence A of a probability density function fA(a) by means of a non-coherent clutter generation method; in accordance with an autocorrelation function ruu(k)-jruv(k) of the coherent clutter and the autocorrelation function of the given amplitude, calculating an autocorrelation function rcc(k)-jrcs(k) of e<j phi>, outputting the relationship formula of the autocorrelation functions in accordance with input of the deducted e<j phi>, and generating the e<jphi> by means of a zero-memory nonlinear transformation method; multiplying the A by the e<j phi> and controlling the generated coherent clutter Ae<j phi>.
