A refinement coefficient refers to a transform coefficient of an enhancement layer for which a corresponding coefficient of a previous layer in the SVC scheme has a non-zero value. In contrast, important coefficients refer to transform coefficients of an enhancement layer for which corresponding coefficients of previous layers in the SVC scheme have zero values. The term "transform coefficients" is used herein to refer to both refinement coefficients and significant coefficients, and generally refers to coefficients produced by a transform process such as discrete cosine transform (DCT).
