The framework comprises a plurality of access points (AP), a plurality of access controllers (AC) and at least one service controller (SC) which is produced by the plurality of ACs after election campaign or assigned configuration; a data forwarding tunnel is established between the APs and the ACs, and a management tunnel is established between the ACs and the SC, and a management tunnel is established between the APs and the SC; and ACs are used for forwarding the data and the SCs are used for managing services.
