The method comprises the following steps of: performing road route selection and horizontal, longitudinal and transverse parameter design of the road in a high-precision three-dimensional terrain scene; adjusting the horizontal, longitudinal and transverse design parameters in the three-dimensional terrain scene; calculating a spatial position relationship between a road model and the three-dimensional terrain scene according to the design parameters, and generating a real three-dimensional road model, wherein the real three-dimensional road model comprises three-dimensional coordinate information which describes the road surface, and road surface texture information; and modifying the terrain of a region where the road is positioned according to the spatial position relationship between the real three-dimensional road model and the three-dimensional terrain scene, and establishing a road model which is seamlessly jointed with real earth surface. By performing road route selection in the high-precision three-dimensional terrain scene and designing and adjusting the horizontal, longitudinal and transverse parameters, the method and the system realize three-dimensional terrain scene-based road design and visualization.
