The method comprises the following steps of: separating the service stream of respective users to N priority queues of the user according to the predetermined stream classification rule; scheduling the service stream in the N priority queues of the respective users to at least N exit output priority queues by using a priority queue scheduling algorithm and carrying out flow regulation on the service stream after scheduling the N priority queues of each user; scheduling the service stream in the N priority queues of the users not exceeding the appointed CIR to the at least N exit output priority queues; and carrying out scheduling output on the service stream in the at least N exit output priority queues by using a PQ scheduling algorithm or SP+WRR scheduling algorithm.
