The telescoping cylinder comprises a cylinder body and a piston rod, the cylinder body is provided with an axial through hole, a cavity defined by a inner wall, an outer wall and a bottom wall is arranged at the wall part of the cylinder body, the piston rod is sleeve-shaped, one end of the piston rod is provided with a piston and inserted in the cavity, the other end of the piston extends out of the cavity and is fixedly provided with a flange disc for installing a roof fire water monitor, the piston divides the cavity into a sealed rodless cavity and a sealed rod cavity, and the cylinder body is provided with a first interface and the second interface respectively communicated with the rodless cavity and the rod cavity. The telescoping of the piston rod of the telescoping cylinder provided in the invention does not influence the output of fire extinguishing media; when in use, the telescoping cylinder can lift the roof fire water monitor up to be higher than the top surface of a lifting arm frame to realize 360-dgree omnibearing jet fire extinguishment; and during running, the telescoping cylinder can descend the roof fire water monitor down to be lower than the top surface of the lifting arm frame so as to not influence the trafficability. On the basis of the performances of the telescoping cylinder, the invention also provides a water tower fire truck.
