By adopting the method, the device and the system, which are provided by the invention, the corresponding flow characteristics are acquired to identify the service type according to different service types, so that all service types can be identified in a network element at a lower level, the identification result is accurate and reliable, and the congestion of the data flow in a network is reduced.
