The method comprises: distributing for the UE the PUSCH resource and the PHICH resource on the basis of the priority in a descending order of the UE-awaiting-scheduling; when distributing for each UE the PUSCH resource and the PHICH resource, the PUSCH resource and the PHICH resource distribution process comprising: determining, on the basis of the current PHICH resource availability state and the user-class DMRS cycle shift of the current UE, the resource location of a starting physical resource block (PRB) incapable of conducting a PUSCH transmission for the current UE; distributing the PUSCH resource for the UE on the basis of the current PUSCH resource availability state and the resource location of the starting PRB incapable of conducting the PUSCH transmission for the current UE; and distributing the PHICH resource for the current UE on the basis of the PUSCH resource distribution result of the current UE and of the user-class DMRS cycle shift of the current UE.
