Abstract

A terminal management means holds in a context for managing terminal information, information relating to a terminal which participates in a distribution service provided in each cell. A terminal quantity counting means counts in the service unit, the number of terminals participating in the distribution service in each cell by using the context held in the terminal management means. A bearer check means determines whether to use a point-to-point bearer or a point-to-multipoint bearer for the distribution service in each cell in accordance with the number of terminals counted by the terminal quantity counting means.
