An open type bicycle safety management system comprises an identity radio frequency identification (RFID) tag, a bicycle RFID tag, RFID monitoring reader-writers and a management control center. The RFID monitoring reader-writers are installed in a parking area and all in communication connection with the management control center. The management control center comprises a background database, a protection state setting module and a security alarm processing module, wherein the background database is used for establishing corresponding relation between subscriber identity and the bicycle. The protection state setting module is used for receiving information of a RFID location reader-writer and setting a bicycle corresponding to a current bicycle RFID tag to be in a protection state when the identity RFID tag and the bicycle RFID tag which have the corresponding relation enter the parking area, and the identity RFID tag leaves the parking area. The security alarm processing module is used for judging a danger state when the bicycle RFID tag leaves the parking area while the bicycle is in the protection state and used for triggering an alarm system of the parking area. The open type bicycle safety management system reduces cost and improves user convenience and reliability.
