A preparation method of the water-based cleaning agent comprises the steps as follows: adding water in a reaction kettle, adding phosphate and stirring until dissolving, adding polyacrylate sodium, the water-soluble surface active agent, the oil-soluble surface active agent, the organic base, the alcohol ether solvent and the lemon extract in sequence under stirring, and stirring again for 30 to 40 min to obtain the cleaning agent for silicone grease and silicone oil. The water-based cleaning agent for silicone grease and silicone oil has a good environmental protection property, replaces a solvent cleaning agent to clean silicone grease and silicone oil by a water base, and is safe and environmental-friendly to use, high in cleaning efficiency, low in cost, diluted by about 10 times, wide in raw material sources, and suitable for industrial production; and moreover, the ultrasonic cleaning time is as short as only 5 to 10 min.
