The method comprises the steps of: configuring a super Vlan in an RNC (Radio Network Controller), when the super Vlan receives a request of a base station broadcast in a sub Vlan to visit an address resolution protocol (ARP) request message of a base station in another sub Vlan, searching whether an ARP item of an IP address requested by the ARP request message is recorded; if the ARP item of the requested IP address is not searched, broadcasting the ARP request message to all sub Vlans; when receiving an ARP response message replied by the base station in which the sub Vlans exist, generating an ARP item comprising the IP address and a response base station; and if searching the ARP item of the requested IP address, replying the ARP response message of the requested IP address to the base station of broadcasting the ARP request message.
