According to the invention, an upper water-seal used for communicating with a lower water-seal communicates with the lower water-seal through a lower water port on a bowl-shaped seat. Water is stored through an annular bay between the bowl-shaped seat and a convex pipe seat provided upwards on the lower water port. A bowl recess is covered by a leakage disk provided on or matches with the bowl-shaped seat. A floating bell with an opening oriented downward is arranged at a central port provided at the center of the leakage disk. The upper water-seal is formed between the lower port of the floating bell and the water stored in the annular bay. Water flows downwards through the water leakage hole on the leakage disk, or a water leakage hole between the leakage disk and the floating bell, or the water leakage holes on the leakage disk and between the leakage disk and the floating bell.
