The device comprises a program updating master control module, a digital quantity output circuit module, a serial interface circuit module and a wireless data transmission module, wherein the wireless data transmission module is used for wireless communication with a ground server, the program updating master control module is connected with the wireless data transmission module through the serial interface circuit module, and the program updating master control module is respectively connected with a to-be-updated vehicle-mounted device through the serial interface circuit module and the digital quantity output circuit module. The serial interface circuit module comprises an RS232 interface circuit used for being connected with the wireless data transmission module and an RS485 interface circuit used for being connected with the to-be-updated vehicle-mounted device.
