The invention discloses a composite pulverized coal modifier, a modified coal prepared by using the composite pulverized coal modifier, and a preparation method of the modified coal. The pulverized coal modifier comprises the following components in percentage by mass: 0.1-10% of phenylacetic acid, 0.1-25% of borax, 0.1-30% of boron oxide, 30-50% of boric acid, 0.1-10% of calcium dodecyl benzene sulfonate, 0.1-15% of N-acyl glutamate, 0.1-10% of polyethylene powder, 0.1-20% of atactic polypropylene, 0.1-5% of sodium bentonite or/and calcium bentonite, and 0.1-15% of iron ore concentrates. The modified coal comprises the following components in percentage by mass: 0.01-3% of the composite pulverized coal modifier and 97-99.99% of non-coking coal. The preparation method of the modified coal comprises the following steps of: milling the composite pulverized coal modifier into a powder; crushing non-coking coal; placing the non-coking coal and the composite pulverized coal modifier in a reactor, and adequately mixing and reacting; controlling a temperature in the reactor to be 25-300 DEG C; and controlling the reaction time for more than 30 minutes.
