The device comprises a fraction collecting tank, an atmospheric storage tank, and a discharge pipeline, wherein one end of the discharge pipeline is communicated with a discharge hole at the bottom part of the fraction collecting tank; the other end is communicated with a feeding hole at the upper part of the atmospheric storage tank; a low-level delivery pump is arranged on the discharge pipeline near the discharge hole; a one-way valve is arranged on the discharge pipeline near the feeding hole; the low-level delivery pump is a rotor-type volume pump; and the highest flow velocity per second of the feed liquid at the inlet is less than 1m by calculation according to the feed liquid flow under the minimal actual drift diameter area of the inlet of the rotor-type volume pump.
