The binding module is used for inputting identity information of a vehicle at an entrance of a highway and binding the identity information of the vehicle with an ID of the vehicle-mounted terminal in a one-to-one way. The location module is used for acquiring driving information of the vehicle in a real-time manner. The wireless communication module is used for sending the acquired driving information in a real-time manner. The highway-driving-information vehicle-mounted terminal, monitoring system and method enable the acquired driving information to be sent in time whether in a monitoring scope of the prior monitoring devices or not so that data is more comprehensive.
