The method for receiving a downlink signal by a user device in a wireless communication system according to one embodiment of the present invention comprises: a step of receiving control information relating to semi persistent scheduling via an upper layer signaling or a downlink control channel; and a step of decoding a semi persistent scheduled downlink data channel based on the control information relating to semi persistent scheduling.
