The wire hanging disc is used for hanging and hindering the pull wire, and the outer edge face of the starting disc can be a circumference face of which the radius is kept unchanged in the circumferential direction or can be a curve face of which the radius is increased in the circumferential direction, wherein the minimum radius of the starting disc is larger than the maximum radius of the winding reel. At least one wire hanging tooth or at least one wire hanging notch is distributed in the outer edge of the wire hanging disc, and the bottom ends of the wire hanging notches or the roots of the wire hanging teeth are flush with the outer edge face of the starting disc.
