The construction methods comprise a phenol construction method and an aniline construction method, wherein each of the construction methods comprises steps of selecting bacterial strains, activating the bacterial strains, domesticating the bacterial strains, storing the bacterial strains, observing colonial morphology, preparing a bacterium suspension, preparing a mixed bacteria suspension of different bacterial strains with the initial proportions, and selecting the optimal proportion of the binary complex microorganisms. On the basis of the two bacterial strains having different colonial characteristics and having degrading capacity for the same organic pollutant, thalli are inoculated into wastewater containing target organic pollutant at different ratios, under specified reaction condition and after specified biochemical reaction time, the degrading condition of the bacterial strains for the target pollutant at different inoculation proportions is determined, meanwhile, colony-forming units of two bacteria in the culture solution at the reaction endpoint time are measured, and finally the proportion of the binary compound microorganisms for biodegrading the target pollutant is determined according to the pollutant degrading efficiency and the calculating result for the relative colony-forming units of the two bacterial strains.
