The voltage comparator obtains the three-phase fundamental wave voltage, and obtains the difference between effective values of any two phase voltages according to the three-phase fundamental wave voltage. The alarm module obtains the difference between effective values of any two phase voltages. If the difference between effective values of any two phase voltages is greater than a preset threshold value, the state of the corresponding capacitor voltage transformer is abnormal, and the change rate of a secondary voltage is obtained.
