According to the invention, ecological flow required for the reach between the lower cofferdam and the diversion tunnel outlet can be ensured, and reach dehydration can be avoided; and the structure is small in risk, simple and feasible, convenient and practical, low in cost, worthy of popularization and free of causing defects on a permanent building.
