The system comprises an absorber, a solution pump, a solution heat exchanger, a desorption generator, a condensation liquid collector and a CO2 compressor which are sequentially connected with a smoke preprocessing unit. A medium-temperature heat collection assembly absorbs solar energy to serve as a desorption heat source. A phase-change stepped heat storage device is formed by sequentially connecting multiple sections of phase-change heat storage materials of different phase-change temperatures in series according to the high-to-low phase-change temperature sequence. In the system, a solar energy heat collector and a carbon dioxide removal system are organically combined together; the system aims at breaking through the technical bottleneck that an existing decarbonization device is high in regenerated thermal power drive energy consumption, and overcomes the defect that reliability is not enough when thermal power drive is directly provided through solar energy; and meanwhile, heat collection is conducted on solar energy by adding the stepped phase-change heat storage materials so that energy can be stored, the heat exchange temperature differences between a heat exchange medium and the phase-change heat storage materials are kept, and while the heat exchange effect is enhanced the reliability is improved when solar energy is used as a thermal power drive heat source.
