According to the technical scheme provided by the present invention, when the terminal carries out vehicle-to-vehicle (V2V) business, the base station can allocate the time-frequency resources to the terminal by using a semi-persistent scheduling mechanism, thereby reducing expenditure on physical downlink control channels (PDCCH), and thus more resources of the base station can be used for scheduling other terminals, thereby raising the resource use efficiency.
