The device comprises a vertical sealed pipe, a standard resistance type pore pressure meter, a wide-range resistance type pore pressure meter, a small-range resistance type pore pressure meter, an electronic control tee joint and a voltage meter. The standard resistance type pore pressure meter buried in a non-settlement-influence area is connected with the vertical sealed pipe through a plastic hose, the wide-range resistance type pore pressure meter and the small-range resistance type pore pressure meter which are buried in a settlement influence area side by side are connected with the vertical sealed pipe through plastic hoses, and a closed system full of liquid is formed. The measurement device and the measurement method are based on the principle that soil settlement is converted into measurement of pressure change of liquid in the closed system, measurement precision is high, operation is easy and convenient, and the measurement device and the measurement method are suitable for settlement measurement under different kinds of soil deformation.
