In view of the characteristics of the steam power system, the invention proposes a steam power optimizing system based on the analysis on the marginal cost while ensuring the demand of steam use and fulfilling the constraint conditions faced in the practical operation of the steam power system, including security, stability, economy and equipment characteristics.
