The method for receiving system messages includes the following steps: if first-type system messages broadcast by the base station are received, determining a reception window and a preorder guide code of system messages to be requested, the system messages to be requested belonging to second-type system messages; if the reception window of the system messages to be requested reaches, sending the preorder guide code in an uplink sub-frame used for sending the preorder guide code; and receiving, in the reception window of the system messages to be requested, the system messages to be requested that are sent by the base station according to the reception window. Through the technical scheme of the invention, combination and sending together of multiple SIs leads to too much preorder guide code requirements and further leads to a problem that the base station cannot send the SIs at the same time if the UE applies the multiple SIs once.
