The system comprises enclosing wall steel wire ropes fixed on a plurality of pillars of an enclosing wall; fiber grating strain sensors connected with the enclosing wall steel wire ropes and fixed on the pillars, wherein fiber grating strain sensors in the same channel are connected in series onto one fiber optic cable; a fiber grating signal demodulator and an alarm management computer. Each fiber grating strain sensor comprises a main shaft, a rotating space cam, a differential spring mechanism and equal-strength strain sheets. The fiber grating signal demodulator is connected with fiber optic cables and is used for sending the signals of the fiber grating strain sensors to the alarm management computer. The alarm management computer analyzes and processes received signals and then conducts the alarming operation according to the analysis result.
