The water guiding pipe comprises an outer water guiding pipe arranged on the inner wall of the lateral lane and an inner water guiding pipe arranged out of a waste storage container. The outer water guiding pipe and the inner water guiding pipe extend along the length direction of the lateral lane and are composed of water guiding pipes which are arranged in parallel therebetween. Water injection holes are uniformly formed in the water guiding pipes, geotechnical cloth layers are arranged out of the water guiding pipes, and the outer water guiding pipe and the inner water guiding pipe are finally connected together, and water is injected through the water pump. The system provided by the invention can uniformly realize a hydrating process of a buffer material at a relatively high speed.
