The method comprises steps of receiving passenger reports which are going to pass a tunnel through a tunnel end device, and carrying out tunnel packaging on the passenger reports; during packaging, carrying out HASH operation according to second layer head information of the passenger reports, and setting obtained HASH values as passenger report information required by flow load balancing in reservation fields in the VXLAN head; andcarrying out flow load balancing according to outer layer information of the passenger reports subjected to the tunnel packaging, and selecting flow channels in the VXLAN tunnel to send packaged passenger reports; receiving passenger reports reaching the exit of the VXLAN tunnel through a second tunnel end device, and carrying out de-packaging processing on the passenger reports to obtain original passenger reports in the inner layer; and finally, forwarding the reports according the address information in the original passenger reports through the second tunnel end device.
