The method comprises steps: policy data are acquired, wherein a client address isincluded in the policy data; the name of an administrative area corresponding to the client address is recognized; according to the area name, a corresponding area boundary in an electronic map is retrieved; a polygon corresponding to the minimum dividing unit is acquired, and according to the polygon and the area boundary, the administrative area is divided in the electronic map; multiple polygons are joined to obtain multiple sub areas; the policy quantity corresponding to the multiple sub areas is acquired, and if a sub area with the policy quantity exceeding a first threshold or lower thana second threshold exists, an adjustment hint is generated; and the adjustment hint is sent to the terminal to enable the terminal to adjust the corresponding sub area to be a sub area in which a service person can be arranged suitable for policy service according to the adjustment hint.
