Embodiment 1

[0045] Sodium tripolyphosphate (STPP) was prepared as 10% and 15% by weight deionized water solutions. These solutions were mixed in a 1:1:1 weight ratio with a polyacrylamidopropyltrimethylammonium chloride solution (supplied as a 20% active solution as N-Durance 1000 from Ashland Chemical, with a weight average molecular weight of about 300,000) and Mix with deionized water.
