In each neighborhoodstructure, exchange and insertion of short plates and long plates, exchange of slabs in the short plates, tail slab deletion of the long plates or optimization of the production operation are carriedout; by a variable neighborhood search method, local optimum heat planning and cast planning are solved, the neighborhood structure is replaced, the search range is widened, and the next local optimum heating planning and cast planning are solved; and when all neighborhood structures find local optimum heat planning and cast planning, the highest KPI index value is taken as the final heat and cast planning.
