The foam pressure filling device comprises a foaming liquid device, a high-pressure gas conveying device, a foaming cavity, a pressure filling device and a controller, wherein the foaming liquid device and the high-pressure gas conveying device are separately connected with the foaming cavity; the pressure filling device comprises a pressure filling tank, a gas release valve arranged on the top of the pressure filling tank, and a pressure acquiring device which is arranged on the top of the side surface of the pressure filling tank; a foam outlet of the foaming cavity communicates with a foam inlet of the pressure filling tank; a pipeline for enabling the foaming cavity to communicate with the pressure filling cavity is sequentially equipped with a flow meter and a foam valve; and a controller is separately in signal connection with the foam valve, the gas release valve, the pressure acquiring device andthe flow meter. The invention further provides a foam pressure filling method. The whole control process is simple to operate, monitors pressure and flow on line to automatically regulate the foam valve and the gas release valve, reduces manual operation strength and influences of human factors, and ensures foam filling of an air material to be sufficient and uniform.
