Each drilling and producing unit of the petroleum drilling andproducing safe buffer system comprises a buffer mechanism and a drilling tool; each buffer mechanism comprises a cover body and a base; a first mounting hole is formed in each cover body; a second mounting hole is formed in each base; a drilling head of each drilling tool penetrates through the corresponding second mounting hole; each base comprises a first placing platform and a second placing platform; a plurality of first vertical columns which are arranged in a spaced manner are arranged at a part, extending out of the corresponding first placing platform, of each second placing platform in the circumferential direction; two ends of each first vertical column are respectively connected with the corresponding cover body and the corresponding base; a damping elastic piece is arranged atthe center, facing the corresponding accommodating cavity, of each first vertical column; the damping elastic pieces are propped to each drilling tool main body; and a plurality of second vertical columns which are arranged in a spaced manner are also arranged in the circumferential direction of each first placing platform, and are in contact with each drilling tool main body.
