The invention also discloses the toughened flame-retardant phenolic foam material and preparation method thereof. According to the toughened flame-retardant phenolic resin, toughened flame-retardant phenolic foam material and preparation method thereof, the eutectic solvent formed by the metal halide and polyol is adopted as a modifier so as to modify the phenolic foam material, so that the toughness of the product is improved, the oxygen index of the foam material is increased significantly, and two properties of flame retardanceand toughening of the phenolic foam material are improved.
