The platform comprises a hydrologic section foundationand a concrete or steel structure high pole, wherein installation holes, a repairing ladder, floater grooves, an instrument cabinet positioned on the top of the high pole and the like are reserved onthe high pole. By use of the platform, hydrologic observation can be carried out in a full measuring range without being affected by emergency water events, including sediment accumulation, reservoir(barrier lake) water overflowing and the like, various types of hydrologic observation equipment, including water level, flow, sediment, water quality and the like, can be integrated to a maximum degree, and hydrologic observation reliability and efficiency can be greatly improved. By use of the method, items, including water level, flow and the like, can be observed in the full measuring range, and the influence of a hydrologic observation building on water flow can be reduced to a maximum degree. The method can integrate most types of hydrologic observation equipment, including water level,flow, sediment, water quality and the like, the difficulty that different observation items need to construct different platforms is solved, and the platform has high universality.
