The ternary hydrotalcite adsorbent is Mg6MZr(OH)16CO3.4H2O or Mg6MZr(OH)18, wherein M is a divalent ortrivalent metal element. The process is as follows: dropwise adding a sodium hydroxide and sodium carbonate mixed solution into a magnesium salt, divalent or trivalent metal salt and zirconium salt mixed salt solution, stirring for reacting, separating, drying and grinding to obtain Mg6MZr(OH)16CO3.4H2O; and calcining the Mg6MZr(OH)16CO3.4H2O to obtain Mg6MZr(OH)18.
