An open cooling tower in the cooling system is connected with a condenser side of a double-working-condition unit and a natural cold source cold supply plate type heat exchanger through a cooling water circulating pump; the natural cold source cooling plate type heat exchanger is connected with a double-working-condition unit cooling plate type heat exchanger in parallel and is connected with an ice-melting cooling plate type heat exchanger in series; an ice storage device and the double-working-condition unit cold supply plate type heat exchanger are connected with an evaporator side of a double-working-condition unit through an ethylene glycol pump; the ice storage device is connected with the ice-melting and cold-supplying plate type heat exchanger through a cold releasing circulating pump; a tail end air conditioner water circulation pump is connected with the natural cold source cooling plate type heat exchanger, the double-working-condition unit cooling plate type heat exchanger and the ice melting cooling plate type heat exchanger.
