The method includes the following steps: S100, comprehensively exploring hydrogeological conditions of limestone of a coal seam floor; S200, dividing the positions of a limestone karst water-containing layer and water-blocking layer in the coal seam floor, so as to determine the specific layer position to be transformed; S300, performing grouting transformation and drainage pressure reduction according to the specific layer position; S400, detecting a vertical water channel of the coal seam floor by using geophysical exploration, and then conducting grouting and sealing; and S500, synthetically evaluating the grouting and treatment effect based on a combination of detecting verification of the grouted transformation layer and drilling core analysis, so as to determine feasibility of safe mining.
