The shell is arranged on the outer side of the seed containing wheel and the inner wall, and seed containing groovesare formed in the teeth with the seeds. A vacuum channel and a pressure channel communicated with the seed containing grooves are formed in the inner wheel, the vacuum channel is connected with a vacuumizing device, the pressure channel is connected with a pressure device, and discharge openings communicated with the seed containing grooves in the teeth with the seeds are formed in the bottom ofthe shell.
