Provided by the present application are a method and apparatus for determining the number of monitored PDCCH candidates under carrier aggregation. The method comprises: a network device acquiring a first number of physical downlink control channel PDCCH candidates which may be monitored by a terminal device on multiple service cells in a carrier aggregation scenario; and allocating the first number to various service cells among the multiple service cells to thereby determine the maximum number of PDCCH candidates which may be monitored by the terminal device for each service cell. According to the present application, the maximum number of PDCCH candidates which may be monitored by a terminal device in various service cells in a carrier aggregation scenario may be determined so as to thereby be able to configure the number of PDCCH candidates monitored by the terminal device for each service cell so as to correctly perform PDCCH blind detection by means of the terminal device.
