The invention provides a fluorescent particulate matter detection device and method, and the device comprises a laser source which is used for emitting laser; a wavelength selection unit connected with the laser source and used for dynamically adjusting the wavelength of the laser emitted by the laser source; a focusing unit connected with the laser source and used for focusing the laser into sheet light; a polarizing unit connected with the focusing unit and used for modulating the polarization state of the sheet light; a particulate matter testing area arranged behind the polarizing unit and used for allowing a to-be-tested air sample to pass through; a detection unit which comprises detection subunits symmetrically arranged at the periphery of the particulate matter test area and usedfor detecting polarization scattering light intensity information and fluorescence intensity information of the particulate matters in the to-be-tested air sample flowing through the particulate matter test area at different angles after laser scattering; and a calculation processing unit and a spectrum demodulation unit. The calculation processing unit and a spectrum demodulation unit are connected with the detection unit and are respectively used for analyzing fluorescence characteristics and polarization characteristics of the particulate matters and carrying out spectrum demodulation to obtain spectrum information. Preliminary fluorescence classification information and more detailed spectral information can be obtained.
