The method comprises the steps that the intelligent camera collects image data of a first monitoring region, analyzes the image data, transmits license plate information to a server when the license plate information of a vehicle is detected in the imagedata, and triggers to start a radar; after the radar is started, the distance between the vehicle and the radar is detected in real time, and a distance detection result is sent to the intelligent camera; the server acquires the license plate information, judges whether an account corresponding to the license plate information has refueling permission or not, and sends a refueling permission instruction to the intelligent camera when the account corresponding to the license plate information has refueling permission; when the intelligent camera receives the refueling permission instruction andthe distance detection result returned by the radar conforms to a preset refueling distance rule, a refueling controller is started; and under the condition that the refueling controller is started,corresponding refueling operation is executed according to a refueling instruction input by a user.
