The method comprises the steps that a first network element receives first information used for indicating instantiation of the VNF; the first network element acquires hardware resource information used for indicating available resources of the network function virtualization infrastructure, wherein the availableresources comprise resources of at least one piece of hardware, and the hardware represents a minimum physical resource set for bearing the virtual machine; the first network element determines a one-to-one mapping relationship between at least one virtual machine corresponding to the VNF and at least one piece of hardware according to the first information and the hardware resource information;and the first network element determines to instantiate the at least one virtual machine on the at least one piece of hardware according to the mapping relationship. By implementing the embodiment ofthe invention, the hardware resource utilization rate can be improved, and the VM deployment efficiency is improved.
