According to the invention, each type of travel mode between ODs is regarded as a single travel market; the driving time, the driving cost and the perceived traffic service quality are regarded as prices, when a certain market supply and demand relation is in anunbalanced state, the prices are used for guiding travelers in a certain market to change the traveling willingness or give up traveling, and finally market supply and demand balance is achieved.
