The method comprises the following steps: exchanging and sharing control data of the state of each edge access point by utilizing a D2D link between edge nodes so as to estimate the delay of each task in each edge access point processing queue, and judging whether the edge nodes unload the datato the edge access points or not; taking control plane data of waiting time in each edge access point as input of a data plane, maximizing long-term effectiveness of a control strategy of each edge node device by using double-depth Q learning, and iteratively selecting a random Internet-of-Vehicles device group by alliance learning so as to estimate an optimal unloading execution part; and performing data calculation and communication return according to the optimal unloading execution part, the selected edge node and the edge access point.
